Can you get a CDL at 18 in Texas?
Yes. At 18 you can hold a Texas commercial licence and drive commercially inside the state. Crossing state lines is where the age rules change.
Intrastate at 18, interstate at 21
Texas issues commercial licences from 18. What that licence lets you do depends on where you drive.
Intrastate means both ends of the trip and everything in between stay inside Texas. That is available to you at 18. Interstate — crossing a state line, or hauling freight that is part of an interstate journey even if your leg does not leave Texas — generally requires 21.
That last part catches people out. A load moving from Oklahoma to Houston is interstate commerce even if you only drive the Texas portion.
What that means for the jobs available to you
Plenty of Texas work is genuinely intrastate: local and regional freight, construction and aggregate, oilfield, agriculture, waste, and delivery inside the state. Texas is large enough that intrastate driving is a real career rather than a technicality.
What it does rule out for now is most over-the-road work, and a good share of the big national carriers whose entire network is interstate. Their recruiters will tell you to come back at 21.
The mistake is treating it as a waiting game
The common instinct at 18 is to wait until 21 and start then. That trades three years for nothing.
The alternative is to get licensed now, drive intrastate, and arrive at 21 with three years of verifiable commercial driving history. That is the single thing carriers weight most heavily — most want two years of experience, and the drivers who have it at 21 are in a completely different position from those who are starting.

What to do first
The first real step is the written permit test — general knowledge, and for Class A, air brakes and combination vehicles. Nothing else can happen until that is passed.
